Philippines Sees Boost in Global Rankings, Reforms Laid Out to Fight Corruption

The Philippines has made significant strides in the fight against corruption, with a recent surge in global rankings and proposed legislative reforms aimed at strengthening institutions and enhancing investigation effectiveness.

Improved Global Rankings

According to the latest Corruption Perceptions Index (CPI) released by Transparency International, the Philippines has improved its ranking from 59th to 52nd out of 144 countries. The country’s rating also jumped from “Baa3” to “Baa2,” placing it on par with Italy and Brazil.

Proposed Legislative Reforms

To sustain this momentum, the Office of the Ombudsman has proposed five legislative reforms aimed at strengthening institutions and enhancing investigation effectiveness.

Strengthening the Ombudsman as an Institution


The first package aims to:

  • Upgrade the skills of Ombudsman employees
  • Enhance compensation and benefits
  • Grant greater fiscal autonomy

This is expected to result in a more independent institution that can effectively investigate corruption cases.

Recovering Stolen Assets


The second package proposes amendments to Republic Act No. 1379, which would:

  • Facilitate faster recovery of stolen funds and assets
  • Criminalize illicit enrichment by public officials
  • Remove time-bar restrictions for elective officials

Enhancing Investigation Effectiveness


The third package seeks to:

  • Strengthen the investigative and prosecutorial powers of the Ombudsman
  • Clarify authority to access bank records
  • Grant stronger contempt powers

This is expected to result in more effective anti-corruption efforts and increased deterrence against corruption.

Enhancing Country’s International Credibility to Fight Corruption


The fourth package aims to:

  • Align local laws with global best practices by criminalizing trading in influence, bribery of foreign public officials, and amending prescription rules

This is expected to demonstrate the country’s commitment to fighting corruption and promoting good governance.

These reforms are crucial in sustaining the Philippines’ momentum in the fight against corruption. The government must continue to promote good governance and integrity to ensure that the gains made so far are not lost.
