Moldova Takes Next Steps in Fighting Corruption with EU Backing

The Republic of Moldova has launched the second phase of its anti-corruption initiative, Action against Corruption in the Republic of Moldova, with financial support from the Bureau of International Narcotics and Law Enforcement Affairs (INL) of the US Department of State.

Project Overview

The 24-month project, worth $400,000, aims to strengthen the country’s efforts to combat corruption and bring its laws and institutions in line with international standards. The project will focus on addressing pressing needs in the country, including:

  • Improving the independence of judges and prosecutors
  • Enhancing the effectiveness of the National Integrity Authority
  • Reinforcing corruption prevention measures by top executive functions and law enforcement agencies

Building on Previous Successes

The new phase builds on the achievements of the first phase, which was implemented from June 2020 to November 2021. The project will provide advice to the Ministry of Justice on anti-corruption and integrity-related legislative and institutional reforms.

Critical Support Ahead of GRECO Evaluations

The project’s support is critical ahead of the 5th round of evaluations by the Council of Europe Group of States against Corruption (GRECO). As a government official noted, “We are committed to ensuring that our efforts to combat corruption do not regress, but rather continue to move forward. We appreciate the support from the Council of Europe and the US Department of State in helping us achieve this goal.”

Implementation Team

The project is being implemented by the Council of Europe’s Department of Action against Crime, through its Economic Crime and Cooperation Division (ECCD). The main counterparts are:

  • Government and Ministry of Justice of the Republic of Moldova
  • National Integrity Authority
  • Superior Council of Prosecutors
  • Superior Council of Magistracy
  • Law enforcement agencies

The project team is led by Senior Project Officer Ms. Iuliana Talmaci in Chisinau, and includes experts from the Council of Europe’s Unit for Eastern and South-Eastern Europe (E&SEE) in Strasbourg.
