Kazakhstan Establishes Financial Intelligence Units to Combat Money Laundering and Terrorism Financing
Introduction
A state body directly accountable to the President of Kazakhstan has been established to combat money laundering and terrorist financing. The Financial Monitoring Agency (FMA) exercises leadership in preventing, detecting, disrupting, solving and investigating economic and financial offenses that fall within its jurisdiction under Kazakhstani legislation.
Establishment of FMA
The FMA was set up in accordance with Law No.191-IV dated August 28, 2009 “On Combating Legalization (Laundering) of Criminal Proceeds and Financing of Terrorism” and Decree No.515 dated February 20, 2021 “On Regulation on the Financial Monitoring Agency of Kazakhstan”.

The FMA is headed by Chairman Zhanat Elimanov and has a number of deputies including:
