In a bid to combat the rampant financial crimes plaguing Iraq, the United Nations Development Programme (UNDP) has trained over 2,000 officials on investigating and prosecuting complex and organized financial crimes since 2021. The initiative began as a pilot project and has evolved into a networking hub for judges and prosecutors from across the country.

Financial Investigations Workshops

The UNDP’s Financial Investigations workshops have been instrumental in shaping the future of financial crime enforcement in Iraq. These sessions provide judges, prosecutors, and law enforcement officers with the necessary tools and knowledge to conduct thorough financial investigations, including:

  • Identifying beneficiaries
  • Documenting the movement of assets associated with criminal activities
  • Forfeiting assets for the benefit of citizens

Collaborative Approaches

The workshops have been tailored to the needs of participants, promoting collaborative approaches where judges and prosecutors jointly solve real case examples. Over 700 judges benefited from interactive sessions led by UNDP experts, discussing practical case examples.

Recognition and Impact

The efforts of the UNDP’s trainers were recently recognized at an award ceremony by Public Prosecutor General of the Kurdistan Region of Iraq, Judge Kawa Fathi Masoum, who joined a workshop in Baghdad. The initiative has created a community of practice that supports and strengthens the judiciary’s role in combating corruption and anti-money laundering.

Handbook for Enhancing Financial Investigations and Upholding the Rule of Law

The UNDP has also launched a Handbook for Enhancing Financial Investigations and Upholding the Rule of Law, co-created by 11 institutions collaborating on financial crimes cases. The handbook provides guidance on best practices in financial investigations and will be used as a resource for judges, prosecutors, and law enforcement officers across Iraq.
