Vanuatu’s War on Financial Crimes: Types of Financial Offences Exposed
The Integrity and Commercial Crime Unit (ICCU) within the Office of the Public Prosecutor (OPP) has been at the forefront of combating financial crimes in Vanuatu since its establishment in 2017. The unit is staffed by three specialized prosecutors who work tirelessly to prosecute serious and complex financial crimes, including money laundering and corruption cases.
Primary Focus
ICCU’s primary focus is on:
- Prosecuting serious and complex financial crimes
- Engaging in asset recovery efforts, involving the restraint, seizure, and management of assets acquired through criminal activities
Laws Enforced by ICCU
The Penal Code Act (Chapter 135) and the Proceeds of Crime Act (Chapter 284) are the primary laws enforced by ICCU. The unit also deals with:
- Statutory offences
- International cooperation in criminal matters, including:
- Facilitating incoming and outgoing requests for mutual legal assistance
- Extradition, as outlined in the Mutual Assistance in Criminal Matters Act (Chapter 285) and the Extradition Act No. 16 of 2002
Investigations and Asset Recovery
In addition to its primary focus, ICCU has been tasked with investigating offenses arising from Commissions of Inquiry (COI), established under the Commissions of Inquiry Act (Chapter 85). As part of this effort, an arrangement has been made between the Vanuatu Police Force and the OPP to second police officers to the OPP for the purpose of investigating cases related to COI reports. Currently, the following police officers are seconded from the VPF to support ICCU’s efforts:

- Constable Kristy Ben
