Fiji Tightens Grip on Corruption with Stronger Anti-Bribery and Ethics Laws
======================================================
The Fiji Independent Commission Against Corruption (FICAC) has been at the forefront of combating public sector corruption in Fiji since its establishment in 2007. The commission, which is mandated by law to investigate and prosecute cases of corruption, has undergone significant changes over the years to strengthen its anti-corruption policies.
Strengthening Anti-Corruption Powers
FICAC’s powers have been expanded through various legislation, including:
- Prevention of Bribery Act No. 12 of 2007
- Crimes Act of 2009
- Electoral Act of 2014
These laws empower FICAC to investigate and prosecute cases of corruption, as well as advise on anti-corruption measures.
Promoting Integrity and Accountability
In addition to its investigative powers, FICAC has established a strong educational program aimed at promoting integrity and accountability in public administration. The Fiji Anti-Corruption and Ethics Centre (FACE) was launched in 2017 and provides access to anti-corruption information and education materials, including:
- Annual reports
- Statistics
- Policy templates
Anyone who wishes to report suspected corrupt activity can now do so online through FICAC’s website.
Leadership and Expertise
The appointment of a Commissioner has been a significant development for FICAC. Until 2023, the agency was headed by a Deputy Commissioner, but the introduction of a Commissioner role has brought added expertise and leadership to the organization.
Unfortunately, the position of Commissioner remains vacant following the resignation of Mr Rashmi Aslam in September 2023 and the death of Acting Commissioner Ratu David Toganivalu in October 2023. Despite this setback, FICAC continues to push forward with its anti-corruption efforts, demonstrating Fiji’s commitment to transparency and accountability.
