Afghanistan’s Financial Intelligence Unit Takes Center Stage in Combating Money Laundering and Terrorist Financing

Introduction

Kabul, Afghanistan - In a bid to curb the scourge of money laundering and terrorist financing, Afghanistan has established the Financial Transactions and Reports Analysis Center (FinTRACA), an independent financial intelligence unit that plays a crucial role in enforcing anti-money laundering and proceeds of crime laws.

Mission and Objectives


As mandated by the amended Anti-Money Laundering and Proceeds of Crime Law, FinTRACA operates independently to receive, analyze, and disseminate information related to money laundering and terrorist financing. The unit is administratively housed within the Da Afghanistan Bank, the Central Bank of Afghanistan.

  • To deny the use of Afghan financial institutions by those who have obtained funds through illegal activities
  • To prevent their use in supporting terrorist activities and other crimes

Duties and Responsibilities


FinTRACA’s duties are multifaceted. As a financial intelligence unit, its primary responsibilities include:

  • Receiving, analyzing, and disseminating financial intelligence to the Attorney General’s Office, law enforcement agencies, and other relevant government bodies to assist in combating money laundering and financing of terrorism.
  • Analyzing data from various sources, including financial and non-financial entities that are legally obligated to submit reports of suspicious transactions.

International Cooperation


FinTRACA recognizes its crucial role as an independent intermediary between reporting entities and law enforcement, ensuring the protection of sources and confidentiality of information received while using it only for purposes allowed under the law. The unit also engages in international cooperation, exchanging financial intelligence information with foreign counterpart financial intelligence units (FIUs) to support analysis and investigations.

  • Utilizes the Egmont Group’s Secure Web platform for exchanging financial intelligence information
  • Has signed Memoranda of Understanding (MOUs) with various FIUs

Leadership and Personnel


FinTRACA is led by a Director General and two Deputy Directors, along with six Section Directors who oversee different directorates:

  • Analysis
  • Compliance
  • Regional Operations and Non-Banking Financial Institutions
  • International Cooperation
  • National Cooperation and Coordination
  • Information Technology

The unit currently has a total of 68 personnel working towards its mission.
