Dutch Financial Crimes Agency, FIOD: A Powerful Tool Against Economic Criminality and Copyright Breaches

The Fiscal Information and Investigation Service (FIOD), an essential component of the Dutch government, has been actively combating financial crimes throughout the Netherlands since its establishment in 1945. With over 1250 dedicated investigators, FIOD is housed under the Ministry of Finance and is a part of the Tax and Customs Administration [1].

History and Evolution

In 1999, FIOD underwent a significant transformation when it merged with the Economische Controledienst (ECD) to form the FIOD-ECD. A decade later, the organization’s name was rebranded as FIOD. Despite the evolving name and structure, FIOD’s primary mission has remained constant—to serve as a formidable weapon in the fight against financial criminality in the Netherlands [1].

FIOD’s Diverse Investigation Teams

To effectively tackle economic criminality, FIOD has established several specialized teams consisting of highly skilled investigators. Some teams include:

  • Observation Teams
  • Technical Investigation Team
  • Digital Investigations Team
  • Strategic Investigations Team

Each team is allocated specific expertise to deal with various aspects of financial crimes and breaches [1].

Piracy Investigations

One such team within FIOD is the Piracy Investigations Team, which focuses on investigating infringements of the Netherlands’ Copyright Act of 1912. Working in collaboration with the anti-piracy group BREIN, this team has targeted p2p sites hosted within the Netherlands’ borders, employing intricate investigative methods to identify and prosecute offenders [3][4].
