MADAGASCAR: Financial Crime Investigation Techniques to Combat Environmental Crimes

The Basel Institute on Governance has launched a new project aimed at building a “follow-the-money” network to target syndicates involved in illegal wildlife trade and logging/timber trade in Madagascar. To achieve this goal, the organization is seeking a Financial Investigation Specialist to work closely with law enforcement agencies in East Africa.

Financial Crime as a Facilitator of Environmental Crimes

According to the Basel Institute, financial crime is a significant facilitator of environmental crimes, including those related to wildlife trafficking and logging. Environmental criminal networks often engage in corruption and financial crimes at every stage of their illegal trade, making it essential for authorities to adopt effective strategies to combat these crimes.

Responsibilities of the Financial Investigation Specialist

The Financial Investigation Specialist will be responsible for:

  • Advising law enforcement partners in Madagascar and Uganda on devising and implementing financial investigation strategies in relation to environmental cases.
  • Promoting regional cooperation by facilitating intelligence sharing and judicial cooperation between countries to enhance international asset tracing and recovery.

Requirements for the Position

To be considered for this position, candidates should have:

  • Significant experience in conducting financial or money laundering investigations.
  • Knowledge of the fight against illegal wildlife trade or forestry-related crimes.
  • Fluency in French is required. Proficiency in English is an advantage.
