Haiti Sees Boost in Whistleblower Protection Laws as Non-Profit Organization Sets Example for Accountability
A New Era of Transparency and Accountability in Haiti
PORT-AU-PRINCE, HAITI - The Haitian Project Inc. (THP) has taken a significant step towards promoting transparency and accountability by implementing a whistleblower protection policy, providing a safe haven for employees and community members to report suspected unethical or illegal conduct.
A Culture of Accountability and Transparency
The new policy, passed by THP’s board of directors in August 2022, aims to encourage and enable individuals to speak up about violations of laws and regulations governing THP’s operations. According to the policy, anyone who reports a violation or suspected violation in good faith will be protected from retaliation.
Reporting Concerns
Under the policy, employees and community members can report concerns to their supervisors, who are then required to report them to the organization’s Compliance Officers. The Compliance Officers will investigate all reported complaints and take appropriate corrective action if warranted by the investigation.
Confidentiality and Protection
The policy also provides for confidentiality in reporting violations or suspected violations, with reports kept confidential to the extent possible. Additionally, THP’s whistleblower protection policy is designed to promote a culture of accountability and transparency within the organization.

Existing Laws in Haiti
In addition to THP’s internal whistleblower protection policy, Haiti has its own laws protecting employee whistleblowers. The Rhode Island Whistleblower Protection Act prohibits employers from discharging, threatening, or discriminating against employees who report potential fraudulent or illegal activity.
- An employer shall not take adverse action against an employee because the employee reports a violation of law or regulation, participates in an investigation or hearing, refuses to violate or assist in violating federal, state, or local law, or reports a violation to the employer or supervisor.
- If an employee believes their rights under this statute have been violated, they are encouraged to report immediately to one of THP’s Compliance Officers.
