Adjudication of Crimes Related to Insecurity and Corruption Sees Significant Increase in Haiti
Port-au-Prince, February 2023
The United Nations Development Programme (UNDP) has announced a significant increase in the adjudication of crimes related to insecurity and corruption in Haiti. This development is attributed to the establishment of an anti-gang unit, a financial unit, and a gender-based violence unit, which have contributed to reducing impunity.
Strengthening the Legal Framework
According to UNDP officials, the program has been designed to strengthen the legal and regulatory framework to combat insecurity and corruption, impacting both issues. Additionally, the capacity of the judicial system at the community level has been strengthened, ensuring access to justice for all.
Alignment with Haitian National Police’s Development Strategy
The program is aligned with the Haitian National Police’s (HNP) development strategy and Haiti’s strategic development plan. The initiative is overseen by a high-level steering committee and a technical committee ensures the integrity of results and rapid implementation of the work plan.
International Partnerships
The program has been implemented in collaboration with various international partners, including Canada, Germany, Italy, Japan, and the United States. The initiative aims to promote accountability among judicial system actors and advance justice reforms.
Key Results
- 95 gangs have been dismantled across the country
- Over 13,900 people have been arrested for gang-related crimes
- There has been a 34.3% increase in HNP deaths in 2021 compared to the second half of 2020
New Approaches and Strategies
Jean Joseph Lebrun, President of the Court of Cassation and President of the High Council of the Judiciary, emphasized the need for new approaches and strategies to address the country’s justice challenges.
Civil Society Watchdog Body
The program includes the establishment of a civil society watchdog body to monitor the performance of the High Judicial Council and the Ministry of Justice and Public Security. International mentors will also provide assistance in areas such as financial crimes, sexual gender-based violence, and anti-gang policing.
Funding Conditions
Funding for the program has been conditioned on pre-established results with the Government, ensuring accountability and transparency.
Conclusion
The UNDP’s Program of Support to the Haitian National Police is a critical initiative aimed at promoting peace, stability, and security in Haiti. The significant increase in adjudication of crimes related to insecurity and corruption is a testament to the program’s effectiveness in reducing impunity and strengthening the legal framework.
