Job Details
- Job Title: Financial Management and Administrative Officer P-2
- Duty Station: Nairobi, Kenya (with frequent travel to Somalia)

- Type of Appointment: Fixed term, 1 year with possibility of extension
General Functions
Under the supervision of the Programme Officer, assist in the financial management and administration of the Somalia Country Office.
Specific Duties
- Assist in the preparation of budgets, budget revisions and budget monitoring reports;
- Implement financial and administrative policies, procedures and controls to prevent fraud and mismanagement;
- Perform cash management functions including cash count, reconciliation and maintenance of bank accounts;
- Ensure that all administrative and financial transactions are in compliance with UN/UNHCR regulations and procedures;
- Assist in the coordination and implementation of the Country Office’s programme activities and operations;
Experiences and Qualifications
To be eligible for this position, you must have:
- Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience.
Experience
- Experience in IOM administrative and financial management, budget monitoring, cash management and/or internal control procedures;
- Experience working with Implementing Partners, including selection, due diligence, financial advisory contracting, monitoring and/or training;
- Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
- Experience supervising the development and implementation of administrative control procedures; and,
- Experience in field emergency operations.
Skills
- Sound knowledge of the broad range of migration related subject areas dealt with by the Organization;
- Excellent knowledge of internal control procedures to prevent fraud and mismanagement;
- Knowledge of the context/scope of work of Somalia Country Office is an advantage;
- Knowledge of UN and bilateral donor programming;
- Knowledge of financial rules and regulations; and,
- Knowledge of International Public Sector Accounting Standards (IPSAS).
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
