Iraq Compliance Officer Job Description

Heartland Alliance International (HAI), a U.S.-based non-profit human rights organization, is seeking an Iraq Compliance Officer to assist in exercising oversight responsibility in implementing HAI’s compliance and ethics program in Iraq.

Position Summary


The purpose of this position is to detect, resolve, mitigate and prevent violations by promoting ethical practices and ensuring compliance with company and program requirements, as well as local and U.S. law. The Iraq Compliance Officer will assist HAI HQ senior management in ensuring the faithful implementation of the compliance and ethics program.

Roles & Responsibilities


  • Develop, review, implement and manage HAI’s compliance and ethics policies and procedures related to the HAI/HA compliance and ethics program.
  • Conduct internal monitoring and compliance risk assessments to identify areas of non-compliance with HAI’s policies and procedures.
  • Assist in developing a Risk Assessment Monitoring Plan for operations and grant/subgrant compliance.
  • Conduct internal audits and reviews for Iraq programs, using various assessment tools to identify and assess compliance issues.
  • Report on compliance matters and provide monthly monitoring reports to senior management.
  • Escalate high-risk, fraud, abuse, and/or safety and security matters to senior management.
  • Assist in preparing and updating due diligence tools and procedures for grant/subgrant compliance.
  • Deliver compliance and ethics training to HAI Iraq employees.

Qualifications & Preferred Skills


Local Requirements

  • Local Kurdish with fluent command of Arabic and English (spoken and written).

Professional Experience

  • At least 4 years of related compliance experience, preferably with NGO and U.S. federal government compliance experience.
  • Strong team player with ability to work independently and prioritize tasks.

Knowledge & Skills

  • Knowledge of local labor laws and U.S. federal government compliance rules and regulations.
  • Excellent critical thinking skills, solutions-orientation, and attention to detail.
  • Impartiality, objectivity, and confidentiality.
  • Ability to travel locally when necessary.
