Commonwealth of the Northern Mariana Islands: New Regulations and Rules Take Effect
The Commonwealth of the Northern Mariana Islands has implemented a series of new regulations and rules governing various aspects of life in the islands. These changes aim to promote public safety, health, and welfare, as well as economic development.
Tobacco Prevention and Control Program
Effective immediately, Chapter 140-70: Tobacco Prevention and Control Program takes effect. This chapter outlines regulations for minor assisted undercover purchase of tobacco products, aimed at preventing underage smoking and promoting public health.
Administrative Hearing Procedure Rules and Regulations
Additionally, Chapter 145-10: Administrative Hearing Procedure Rules and Regulations has been enacted. This framework provides a process for resolving disputes through administrative hearings.
Other New Regulations
Other newly implemented regulations include:
- Bureau of Motor Vehicles: Chapter 150-50 outlines license plate fees and requirements, as well as safety helmet rules.
- Building Safety Division: Chapter 155-10 establishes building safety codes and flood damage prevention regulations.
- Rota Casino Gaming Commission: Chapter 160-20 regulates casino gaming on the island of Rota.
Revised Zoning Regulations
The Commonwealth has also revised Chapter 165-30: Saipan Zoning Board to clarify zoning regulations for the island of Saipan.

- Solid Waste Management: Chapter 155-30.1
- Public Rights-of-Way and Related Facilities: Subchapter 155-20.1
