Kazakhstan Takes Bold Steps to Combat Corruption in Finance

In an effort to eradicate corruption and increase transparency in its financial sector, Kazakhstan has launched a series of anti-corruption reforms since President Kassym-Jomart Tokayev took office in 2019. The country is currently implementing recommendations made by the Council of Europe’s Group of States against Corruption (GRECO) in its 2022 evaluation report.

A Long Road to Transparency

Despite significant progress, experts warn that corruption remains a major challenge in Kazakhstan, particularly in public financial management and public procurement. Grand corruption, nepotism, and administrative corruption are rampant, with widespread abuse of power and influence peddling evident across the government, law enforcement, and judiciary.

Key Drivers of Corruption

  • Lack of transparency in the public financial management cycle
  • Unchecked discretion and manipulation in the quasi-public sector
  • Opaque public procurement processes

Affecting Sectors

The police and military, justice sector, and lower-level government administration are among the sectors most affected by corruption. Civil society organizations and independent media outlets have been vocal in exposing corruption risks in public contracting, despite facing political constraints.

Government Efforts to Combat Corruption

To combat corruption, Kazakhstan has established a legal framework that includes international conventions and initiatives. The country has also set up institutions dedicated to anti-corruption efforts, including the Agency for Combating Economic Crimes, which is responsible for investigating and prosecuting economic crimes.

Experts’ Warning: More Needs to be Done

“While the government has taken important steps, there is still much work to be done to address the root causes of corruption,” said Arne Strand, a leading anti-corruption expert.

A Path Forward

As Kazakhstan continues to implement GRECO’s recommendations and strengthen its anti-corruption efforts, international partners will be closely watching the country’s progress. With continued commitment and transparency, Kazakhstan can effectively combat corruption and build a more stable and prosperous financial sector.
