Improving Labour Law Compliance Project Evaluation
Dar es Salaam, Tanzania
A recent evaluation report by the International Labour Organisation (ILO) has been released on the Improving Labour Law Compliance project in Tanzania. The project, which ran from 2009 to 2012, aimed to address gaps hindering effective compliance with and enforcement of labour laws in the country.
Background
The ILLC Project was funded by the US Department of Labor (USDOL) and focused on providing support to the government in its commitment towards productive economic development and decent work. The project targeted Tanzania’s mainland and Zanzibar, aiming to improve labour law compliance by addressing staff strength, poor training, and insufficient equipment and materials among enforcement authorities.
Key Findings
The evaluation report highlights significant results achieved through the project, including:
- Drafting and Implementation of New Labour Laws: The project led to the drafting and implementation of new labour laws that ensured decent work for all.
- Improved Labour Law Compliance: Social partners expressed appreciation for the project’s contributions towards improving labour law compliance in Tanzania.
Challenges
Despite progress, the report notes that much more needs to be done to develop statistical indicators regarding the informal economy, which accounts for over 90% of jobs in Tanzania. The country’s large informal economy makes it challenging to provide precise indications of law enforcement or compliance to national labour laws.
The evaluation also highlights the importance of:
- Mainstreaming Gender Equality: Addressing gender equality and ensuring equal opportunities for men and women.
- Addressing Barriers to Effective Project Implementation: Identifying and overcoming obstacles that hinder project success.
Conclusion
The ILLC Project made a positive impact on tripartite partners in Tanzania mainland and Zanzibar, and provides recommendations for future projects to build on its successes. The final evaluation report is now available online and will serve as a valuable resource for stakeholders involved in promoting decent work and improving labour law compliance in Tanzania.
