Lao PDR Embarks on International Cooperation in Extradition and Mutual Legal Assistance
The Lao People’s Democratic Republic (Lao PDR) has made significant strides in recent years to strengthen its international cooperation in extradition and mutual legal assistance, a crucial aspect of combating transnational crime and promoting global justice.
Strengthening Extradition Cooperation
According to the country’s Criminal Procedure Law (CPL), extradition may be carried out in accordance with treaties or international conventions that Lao PDR is subject to, or on the basis of reciprocity. Extradition Process

Requests for MLA are received and executed directly by competent authorities, such as:

While Lao law requires dual criminality for MLA, it does not recognize the criminal liability of legal persons.
Bilateral Treaties on Prisoner Transfer
Lao PDR has established bilateral treaties with neighboring countries on prisoner transfer, including with the United Kingdom and Thailand. The country’s authorities are working towards adopting a prisoner transfer law to streamline the process.
Law Enforcement Cooperation
In addition to extradition and MLA, Lao PDR is actively engaged in law enforcement cooperation through:
