Compliance Monitoring and Reporting in Liberia: Liberian Maritime Administration Issues Revised Measures
The Liberian Maritime Administration has issued a new Marine Notice, PSC-001, Rev. 03/23, aimed at enhancing compliance monitoring and reporting to minimize the risk of Port State Control (PSC) detentions for Liberian-flagged vessels.
Revised Measures Take Effect March 31st, 2023
Effective March 31st, 2023, all Liberian-flagged vessels will be required to adhere to revised measures designed to improve the reporting process. These measures include:
Reporting Requirements
- Masters, owners, operators, and relevant parties must submit PSC reports to the Administration’s Fleet Performance Department within 48 hours of a PSC inspection.
- In cases where a vessel is detained by PSC, an immediate notification with a copy of the inspection report must be sent to the Administration’s Duty Officer and Fleet Performance Department.
- Vessels issued with “Code 17” deficiencies by PSC must submit objective evidence of rectification prior to departure from the port. This can include:
- Pictures
- Video documentation
- Class Reports
Corrective Action Reporting
- Corrective Action Reports must be submitted within 30 days of a PSC inspection.
Integration into Safety Management Systems (SMS) and Verification
These requirements will be integrated into vessels’ SMS and verified during:
- Annual Safety Inspections (ASI)
- ISM audits
Non-compliance may result in a finding issued by the Liberian Maritime Administration.
