Liberia Maritime Authority Issues Marine Notice on Long Range Identification and Tracking of Ships

The Liberia Maritime Authority has published a marine notice regarding the Long Range Identification and Tracking of Ships (LRIT) system, aimed at enhancing safety, security, and environmental aspects.

Background

The LRIT system was adopted in May 2006 as part of SOLAS Chapter V, requiring mandatory position reporting for ships engaged in international voyages. The system transmits ship information automatically to national data centers every six hours, including the ship’s identity, location, and position date/time.

Equipment Requirements

LRIT equipment must comply with SOLAS regulations and undergo a conformance test before transmitting LRIT information. Conformance testing is mandatory upon registration or re-registration and annually thereafter. The Liberian Administration has designated Pole Star Space Applications Limited as the Testing ASP for LRIT conformance tests.

Implementation

Recognized Organizations ensure that ships have a valid Conformance Test Report before issuing Safety Certificates. For flag transfer, shipowners must arrange LRIT equipment testing and notify the Administration during registration. Conformance Test Reports must be valid for twelve months, with amendments or retesting required for changes in LRIT equipment, flag transfer, or at twelve-month intervals.

Ship Transfers

Ships transferring to or from the Liberian flag must integrate LRIT equipment timely to transmit LRIT information. Shipowners must also notify the Administration promptly if a ship is permanently taken out of service for the removal of LRIT equipment.

Notification and Maintenance

The Authority will inform relevant parties if LRIT equipment fails or if there is an intent to cease LRIT transmissions temporarily or reduce frequency. For more information, please refer to the document below on Long Range Identification and Tracking of Ships (LRIT).
