Financial Crime Prosecution and Sentencing in USVI Sends Strong Message Against Violence
In a significant crackdown on violent criminal activities in the United States Virgin Islands, four individuals were sentenced to multiple life terms for their roles in a range of heinous crimes. The leader of a notorious criminal organization, Paul Girard, was among those sentenced.
Background
According to United States Attorney Delia L. Smith, Paul Girard, 36, and his associates orchestrated a reign of terror that included murders, robberies, assaults, and kidnappings. Many of these violent acts were carried out from behind bars, with Girard directing his gang’s operations from prison.
Gang Activities
Girard, also known as “Bogus,” ordered shootings against rival gang members and orchestrated armed robberies across St. Thomas. His associates, Tyler Eugene (aka “Lucc”) and Kareem Harry (aka “Crumbull”), were also involved in the criminal activities.
Sentences
- Paul Girard was sentenced to life in prison plus 47 years for his role in RICO conspiracy, multiple VICAR murders, kidnappings, attempted murders, and armed robberies.
- Tyler Eugene was sentenced to life plus 30 years for RICO conspiracy, VICAR murder, and using a firearm to cause death.
- Kareem Harry received a life sentence plus 20 years for RICO conspiracy, VICAR murder, kidnapping, and using a firearm during a violent crime.
Investigation and Prosecution
The investigation was led by the FBI San Juan Field Office’s St. Thomas and St. Croix Resident Agencies and the Virgin Islands Police Department. The case was prosecuted by prominent attorneys from:
