Mali Struggles to Combat Deep-Seated Corruption Problem
Khartoum - Mali’s journey towards stability and economic development has been hindered by its long-standing struggle with corruption. The country’s institutions are plagued by high levels of corruption, with citizens consistently reporting widespread bribery and favoritism.
The Scale of the Problem
A recent survey revealed that an astonishing 70% of Malians have paid bribes to access public services. This has eroded trust in state institutions and created a culture of impunity. The lack of effective governance has led to the proliferation of non-state actors and informal institutions, which have failed to address the root causes of conflicts and disputes.

Experts believe that addressing corruption is crucial to resolving Mali’s multiple crises, including conflicts over land tenure, organized crime, and jihadist expansion. “Corruption has enabled these issues to spiral out of control by feeding grievances and alienation among certain groups,” said Aled Williams, Principal Adviser at the U4 Anti-Corruption Resource Centre.
Efforts to Combat Corruption
Despite its flaws, Mali’s anti-corruption framework has shown some promise. Key institutions capable of effectively investigating corruption cases have been established. The government has also introduced reforms and new laws aimed at promoting transparency and inclusive governance.
Challenges Ahead
Experts warn that more needs to be done to address the justice gap in rural areas, where corruption is particularly entrenched. “Until we address corruption and build trust in state institutions, Mali will struggle to achieve sustainable peace and economic development,” said Jorum Duri, Research Coordinator at the U4 Anti-Corruption Resource Centre.

In collaboration with Transparency International, the U4 Anti-Corruption Resource Centre has published a comprehensive report on the anti-bribery and corruption regulations in Mali. The report highlights the country’s challenges in combating corruption and provides recommendations for reform.
