Republic of Moldova Takes Steps to Enhance Anti-Money Laundering Efforts

The Office for Prevention and Fight against Money Laundering (OPFML) in the Republic of Moldova has made significant strides in strengthening its anti-money laundering (AML) efforts. This article summarizes key developments from recent reports.

Vth Round of Evaluation by the MONEYVAL Committee

In a major milestone, the OPFML led a delegation to the MONEYVAL Committee’s evaluation, resulting in the approval of the Government Disposition no. 6/2020. As part of this process, a working group was established to:

  • Analyze recommendations from the MONEYVAL Committee and propose measures for implementation
  • Participate in national risk assessment processes for AML/CFT
  • Implement the National AML/CFT Strategy for 2020-2025 and its Action Plan
  • Develop proposals to modify the national regulatory framework

TWINNING Project

The OPFML also participated in a European Commission-funded project with Lithuania, Germany, and Poland (2018-2020) aimed at improving the AML/CFT system. The project focused on enhancing the operational capacities of:

  • The OPFML
  • Supervisory bodies
  • Law enforcement agencies
  • Justice authorities

Project Components:

  1. Enhancing the effectiveness of implementing national AML/CFT policy
  2. Developing OPFML’s analytical and operational capacities
  3. Creating special databases for enforcing AML/CFT legislation
  4. Developing investigation capacities for money laundering/terrorist financing cases
  5. Improving the justice system in the AML/CFT area
  6. Preventing terrorist financing, including controlling physical cross-border transportation of currency and bearer negotiable instruments
  7. Developing an AML supervision mechanism for banking, non-banking, and non-financial businesses and professions
