Mongolia Seeks to Enhance Compliance Reporting to Maintain GSP Plus Status

Mongolia is hosting a workshop on compliance reporting for ratified international labour standards to bolster its trade ties with the European Union and demonstrate progress in labour market governance. The event, organized by the Ministry of Labour and supported by the International Labour Organization (ILO) and the EU, aims to improve national capacity in ILS compliance.

Background


Mongolia has ratified 20 ILO conventions, including all eight fundamental conventions. However, its reports on their application have been delayed due to lack of capacity. In October 2015, the country submitted its overdue reports to the ILO Committee of Experts on the Application of Conventions and Recommendations (CEACR), which reviewed them in its annual session last year.

CEACR Comments


The CEACR has since issued comments on Mongolia’s compliance with certain conventions, including those related to:

  • Child labour
  • Forced labour
  • Freedom of association and collective bargaining

Mongolia now faces a deadline to submit six more reports by the end of 2016, covering:

  • Gender equality
  • Employment
  • Tripartite consultation
  • Vocational training for disabled people

Workshop Objectives


The workshop, titled “Mongolia’s Reporting Obligation on ILO Conventions,” brings together 50 representatives from government agencies, the National Human Rights Commission, trade unions, and employers’ organizations. The event aims to:

  • Provide a comprehensive overview of Mongolia’s reporting obligations under ratified international labour standards
  • Clarify comments and requests made by the CEACR

Funding


The workshop is funded by the EU through its “CAMELS” project, which aims to strengthen national capacities in ILS compliance and reporting. This will ultimately help Mongolia maintain its GSP Plus status.
