Port Louis, Mauritius - The Government of Mauritius has outlined a comprehensive framework for the procurement of goods and services under General to General (G-to-G) agreements between Mauritius and foreign states.
A Framework for Effective Procurement
To ensure transparency, accountability, and value for money in public procurements, the government has established a Due Diligence Committee comprising knowledgeable persons in the subject matter. The committee will carry out due diligence exercises to ensure that procurement constitutes value for money.
Steps for Effective Procurement under G-to-G Agreements
Here are the steps that must be taken to ensure effective procurement under G-to-G agreements:
Step 1: Ensure Written Agreement or Arrangement
The government must have a written agreement or arrangement with the foreign state allowing Mauritius to benefit from the expertise and development experience of that foreign state in a particular field.
Step 2: Define Methodology for Due Diligence
A methodology must be defined to ensure that procurement constitutes value for money. The methodology may include justification for resources to be deployed, breakdown of activities, cost structure with sufficient details, and assessment of the procurement approach chosen.
Step 3: Establish Due Diligence Committee
The government must establish a committee comprising knowledgeable persons in the subject matter to carry out due diligence exercises.
Step 4: Seek Assistance from CPB (if necessary)
The committee may seek assistance from the Central Procurement Board (CPB) if necessary, for defining a methodology for due diligence exercises.
Step 5: Perform Due Diligence
The Due Diligence Committee must perform due diligence exercises to ensure that procurement constitutes value for money.
Step 6: Submit Report and Recommendations
The committee must submit a report on the due diligence exercise, together with supporting documents and recommendations, to the high-powered committee referred to in subsection (1C).
Step 7: Examination of Documents and Recommendations
After examination of the documents and recommendations, the high-powered committee shall forward its report, including its recommendations, to Cabinet.
Guidelines for Due Diligence Exercises
The government has also issued guidelines to assist ministries in performing due diligence exercises under G-to-G agreements. The guidelines will provide a framework for ministries to ensure that procurement constitutes value for money.
