Whistleblower Protection: A Safe Haven for Reporting Breaches

======================================================

In an effort to promote transparency and accountability, the Vilnius City Municipality Public Health Bureau has established a robust whistleblower protection program. This program ensures that employees and others can report suspected breaches of law or regulation without fear of retaliation.

The Law on Whistleblower Protection

Under this law, individuals who report breaches are protected from adverse effects and measures, including legal liability. The program is designed to provide a safe and confidential way for whistleblowers to disclose information about suspected breaches, while also ensuring that those responsible for the breach are held accountable.

Reporting a Breach

When reporting a breach, it’s essential to include as much detail as possible. This includes:

  • Information supporting the facts, such as:
    • When the breach occurred or is expected to occur
    • How the breach was committed
    • What kind of breach has been or is about to be committed
  • Any relevant information that may assist in identifying the individual responsible for the breach

Confidentiality

The Bureau takes confidentiality very seriously. Whistleblowers can choose to remain anonymous, but by doing so, they waive their right to:

  • Receive feedback on the outcome of the investigation
  • Access whistleblower status

The confidentiality clause only applies in cases where the disclosure is made anonymously.

In the event that a whistleblower suffers adverse effects or measures as a result of reporting a breach, they may submit a report to the Prosecutor General’s Office of the Republic of Lithuania. Additionally, whistleblowers and those connected to them may apply to the court for redress concerning the effects of retaliatory measures.

Rights and Guarantees

The Law on Whistleblower Protection provides several rights and guarantees to individuals who disclose breaches, including:

  • Exemption from liability for disclosure
  • Assistance, protection, and incentive measures in accordance with established procedures
  • Protection from contractual or tortious liability, including defamation claims, if the disclosure was made in accordance with the procedure established by law

Important Notice

Please be advised that your disclosure of a suspected breach to the Bureau will result in the processing of your personal data for the purpose of managing and assessing such disclosure. For more information on the processing of your personal data, please refer to this Privacy Notice.
