The Central Bank of Ireland is seeking disclosures from individuals who have information regarding alleged breaches of financial services legislation or concealment/destruction of evidence related to such breaches.

When making a report, please include the following information:

  • A description of the situation that led to your concern
  • The financial services legislation that you believe has been breached
  • Any relevant evidence or documentation

Protected Disclosures Acts 2014

The Protected Disclosures Acts 2014 provide protection for workers who report breaches of financial services legislation in connection with their employment. The Central Bank is a prescribed person under this Act and can receive reports from workers.

EU Single Supervisory Mechanism Regulation (SSM)

Under the EU SSM Regulation, persons with information on potential breaches of relevant EU law by banks and/or competent authorities, including the Central Bank, can report such breaches to the ECB. Reports received by the Central Bank must be submitted to the ECB for processing.

Market Abuse Regulations 2016

The 2016 Regulations impose obligations on the Central Bank to have appropriate structures and processes in place to receive reports of actual or potential infringements of market abuse law. Reports made to the Central Bank under these regulations are protected from disclosure restrictions and liability.

Payment Services Regulations 2018

The 2018 Regulations prescribe that the Central Bank is the competent authority for receipt of reports of infringement with regard to alleged infringements of the 2018 Regulations by payment services providers.
