The Thai government’s Digital ID framework is set to transform the way citizens access online services provided by both public and private sectors. The initiative aims to simplify digital identity verification and authentication, making it easier for individuals to access various online services securely and conveniently.

The Digital ID framework was established through a collaborative effort among multiple parties. Thailand is integrating cooperation and driving work towards a common goal. The first phase of the Digital ID framework comprises eight key strategies that will enable citizens, corporations, and foreigners to use digital identities in electronic transactions.
Key Agencies Involved in Providing Information and Services
According to the Framework for Driving the Provision of Digital Identity Verification and Authentication Services in Thailand Phase 1 (2022-2024), the main agencies involved in providing information and services include:
- Ministry of Interior
- Department of Business Development
- Electronic Transactions Development Agency (ETDA)
- Digital Government Development Agency (Public Organization)
Pioneering Uses of Digital Identity Verification
The Digital ID framework has already led to pioneering uses of digital identity verification, including:
- Online tax filing with the Revenue Department
- Self-address change reporting with the Department of Provincial Administration
- Opening a deposit account with commercial banks
Key Strategies of the Digital ID Framework
The first phase of the Digital ID framework includes the following eight key strategies:
1. Covering Thai Citizens, Corporations, and Foreigners with Digital ID
- Prepare digital ID for use in electronic transactions
- Ensure coverage of all relevant stakeholders, including citizens, corporations, and foreigners
2. Citizens Can Use Appropriate Digital IDs to Access Online Services
- Allow citizens to access online services using their preferred digital ID
- Ensure seamless integration of digital IDs with various online platforms
3. Main Agency Providing Information and Services for Thai Nationals
- Ministry of Interior is the main agency providing information and services for identity verification of Thai nationals residing in Thailand
4. Use of Digital ID in Corporate Transactions
- Allow regular persons’ digital ID to hold authority in a corporation along with delegation if necessary
- Ensure secure and efficient corporate transactions using digital IDs
5. Main Agency Providing Corporate Information and Services
- Department of Business Development is the main agency providing corporate information, supporting corporate transactions via digital ID
6. Citizens Can Access Online Public Services without Redundant Identity Verification
- Allow citizens to access online public services using reliable digital ID
- Ensure efficient and secure service provision by the public sector
7. Overall Digital ID Policy and Standard Development
- Electronic Transactions Development Agency (ETDA) drives the overall Digital ID policy, while developing a central standard that each supervising agency can adapt for their own sector
8. Standard of State’s Digital ID Services Alignment and Connection with Private Sector
- Digital Government Development Agency (Public Organization) or DGA develops the standard of state’s digital ID services to align and connect between the state and the private sector
