Interview with Carlos Alberto Picado Rojas, Head of Strategic Development at the National System for Disaster Risk Management in Costa Rica
Costa Rica has been working to improve its ability to manage disasters and risks, but according to Carlos Alberto Picado Rojas, Head of Strategic Development at the National System for Disaster Risk Management, there are many challenges to overcome.
In an interview with this medium, Picado Rojas spoke about the importance of diversifying financial instruments and improving linkages with market instruments to reduce the current limitations of the emergency fund.
“The evidence of the limitations of the emergency fund in this moment will only be resolved by diversifying financial instruments,” said Picado Rojas. “There are some instruments that do not serve us, and others that can be very useful.”
Picado Rojas also emphasized the importance of academia in the topic of learning and knowledge transfer on risk management.
“The academy can play a very important role in this topic,” he said. “They can make analysis models and help diversify the capacity of institutions to manage disasters.”
However, Picado Rojas also warned that there are many challenges to overcome, including creating an action plan for the risk management strategy.
“There is no one who can come and say they can do it all,” he said. “It’s fundamental to diversify a large number of people in many institutions capable of making those types of models.”
Regarding the future, Picado Rojas believes that Costa Rica must take the step of diversifying financial instruments and improving linkages with market instruments.
“Sooner or later, the country will have to take the step of diversifying financial instruments,” he said.
