Romania Implements Cutting-Edge Asset Recovery Strategies to Combat Crime

In a major step towards strengthening its asset recovery efforts, Romania has launched an integrated national information system for recording claims arising from criminal offenses. The system, known as ROARMIS, aims to provide a centralized database that tracks the entire debt recovery process, from identification and tracing of property to the implementation of final procedures.

Background

According to Article 38(1) of Law No 318/2015, the Agency Nationala pentru Administrarea Bazelor Publice (ANABI) is responsible for developing and managing the integrated system. ROARMIS will collect statistical data on asset recovery processes, making it possible to analyze the efficiency of the process and identify areas for improvement.

Objectives

The project’s major objective is to develop a modern and efficient IT system that streamlines work processes and enhances cooperation between institutions involved in asset recovery. The system will also increase transparency by providing open format datasets to the public, enabling analysis and identification of priority areas for policy development.

  • Develop a centralized database to track debt recovery process
  • Enhance cooperation between institutions involved in asset recovery
  • Increase transparency through open data formats

Implementation Details

The implementation of ROARMIS is part of a larger project with an estimated budget of EUR 435,000. The project includes interconnecting the system with Ecris 5 and ensuring long-term sustainability through the National Recovery and Resilience Plan.

  • Regional meetings for end-users
  • Expected completion date: 2024

Financing

The project is financed through the European Social Fund and co-financed by the beneficiary and partner. It is also correlated with Romania’s National Strategy on the recovery of criminal claims for 2021-2025, “Criminality is not profitable!” approved by Government Decision 917/2021.
