Dominican Republic Takes Down Call Center Scam Ring Targeting Senior Citizens

Major Crackdown on Scams Targeting Elderly Residents

In a significant operation dubbed “Operation Discovery 2.0,” authorities in the Dominican Republic have dismantled a call center scam ring that targeted senior citizens, extorting money from them with fabricated stories. The operation was carried out in collaboration with the New York Police and U.S. Homeland Security Investigations (HSI) following a 13-month investigation into the scam network’s modus operandi.

How the Scam Worked

The scam involved call center operators contacting victims with fabricated stories about their grandsons or granddaughters being arrested for crimes such as driving under the influence. The scammers would then demand money from the victims to “bail out” their loved ones, threatening to harm them if they did not comply.

Operation Details

According to authorities, the scam was highly sophisticated and had been operating for months before it was dismantled. During the raids, officers seized:

  • Computers
  • Cell phones
  • Firearms
  • Vehicles
  • Cash
  • Other electronic devices used in the extortion activities

A total of 15 individuals were arrested during the simultaneous raids in the provinces of Santiago and Puerto Plata.

Public Prosecutor’s Request

The Public Prosecutor’s Office has requested that the captured individuals be held for 18 months pending trial.

Similar Scam Targeting U.S. Citizens

This is not the first time authorities have taken action against this type of scam. In March 2022, Operation Discovery was launched to target similar scams targeting U.S. citizens through sexual and economic extortion and identity theft. As of June, 46 formal defendants and five companies had been indicted in connection with the operation.

Why Senior Citizens are Vulnerable

Experts say that senior citizens are often more vulnerable to these types of scams due to a combination of factors such as:

  • Their generation’s tendency to be more trusting
  • Limited exposure to modern forms of communication and scams
  • Potential cognitive decline that can impact critical thinking
  • A desire for social interaction that can make them more receptive to engaging with scammers

Success of Operation Discovery 2.0

The success of Operation Discovery 2.0 is seen as a major victory in the fight against identity theft and financial fraud, and authorities are warning citizens to be vigilant against these types of scams.
