Scoping Stakeholders and Target Witnesses: A Key Aspect of UNDP’s Compliance Efforts

As part of its commitment to ensuring transparency, accountability, and compliance with social and environmental policies, the United Nations Development Programme (UNDP) has emphasized the importance of scoping stakeholders and target witnesses in its field missions. This crucial aspect of UNDP’s work is designed to ensure that all relevant parties are engaged and informed throughout the project cycle.

Security Clearance

Before embarking on any field mission, SECU teams must obtain security clearance from the UN Department of Safety and Security (UNDSS). This rigorous process ensures that all locations visited by UNDP personnel are deemed safe for travel and operation.

The incumbent will provide leadership to case teams as they conduct investigations related to compliance with social and environmental policies. This includes engaging with high-level individuals and sensitive stakeholders within and outside the organization to provide direction and guidance on UNDP’s social and environmental safeguards framework.

The successful candidate will also provide strategic advice and expert technical analysis on policy development within SECU/OAI, as well as other relevant projects and initiatives. This includes the ability to think innovatively, learn continuously, and adapt with agility in response to changing circumstances.

Key Competencies

To succeed in this critical role, the ideal candidate will possess the following key competencies:

  • Achieve Results: Prioritize team workflow, mobilize resources, drive scalable results, and strategic impact
  • Think Innovatively: Easily navigate complexity, encourage radical innovation, and have foresight
  • Learn Continuously: Create systems and processes that enable learning and development for all
  • Adapt with Agility: Respond to changing circumstances and adapt plans accordingly

Language Requirements

The successful candidate will be fluent in oral and written English, with fluency in French or Spanish being highly desirable. Fluency in another official UN language is an advantage.

Travel Requirements

As part of the job requirements, the incumbent may need to travel for business purposes, including visits to SECU/OAI offices. The IPSA Lead Compliance Officer will notify the IPSA Lead Compliance Officer and agree upon trip details, arrange for DSA, flights/trains, and terminal expenses as per UNDP Policy on IPSA.
