Organisational Structure
CAD’s organisational structure is designed to effectively tackle a range of financial crimes. The department’s organisational chart outlines three main groups:

Enforcement Group
The Enforcement Group consists of several divisions, including:
- Investment Fraud Division
- Securities Fraud Division
- Private Institutional Fraud Division
These divisions focus on uncovering fraudulent activities, such as insider trading, pyramid selling schemes, and capital market misconduct, to safeguard the integrity of the financial sector.
Financial Investigation Group
The Financial Investigation Group comprises Financial Investigation Divisions I, II, and III. FIDs I, II, and III investigate various financial crimes, including:

- Specialised frauds (e.g., insurance fraud and maritime fraud)
Additionally, the Anti-Scam Command tackles intricate scam cases and develops relationships with key stakeholders (such as financial institutions) to swiftly disrupt and prevent scam operations.
Intelligence & Admin Group
The Intelligence & Admin Group oversees administrative functions, ensuring:
- Corporate planning and finance management
- Providing valuable intelligence support to the enforcement arms of CAD
Suspicious Transaction Reporting Office
The Suspicious Transaction Reporting Office acts as Singapore’s Financial Intelligence Unit, analyzing financial transactions and disseminating financial intelligence to combat money laundering and terrorism financing.
