Somalia Takes Step Forward in Fight Against Financial Crime

A Partnership for Strengthening Law Enforcement Capabilities

Mogadishu, Somalia - In a significant move to enhance its law enforcement capabilities, Somalia has partnered with the United Nations Office on Drugs and Crime (UNODC) and the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL) to combat financial crime.

The Criminal Investigation Programme

Launched in 2019, the UNODC’s Criminal Investigation Programme (CIP) aims to strengthen Somalia’s Police Force by enhancing its capacity to investigate and prosecute complex crimes, including money laundering, terrorism financing, and other serious financial offenses.

Key Highlights of the CIP:

  • Training and Capacity Building: Over 500 criminal investigation cases have been supported by mentors and programme liaison officers deployed in various regions of Somalia.
  • Investigation Management Training: 102 chiefs, deputies, and administrative officers have been trained in Investigation Management and Administration Training (IMAT).
  • Investigator Development Course: 346 police officers and 23 prosecutors, including 63 women, have received training in Investigator Development Course 1 (IDC1).

A Robust Law Enforcement System for Somalia

The partnership between Somalia, UNODC, and INL is a crucial step towards building a robust law enforcement system that can effectively combat financial crime. Reginald Pitts, Head of the UNODC Regional Office for Eastern Africa, noted that “We are committed to supporting Somalia in its efforts to strengthen its institutions and improve security across the country.”

Financial crime continues to pose a significant threat to Somalia’s economy and security. The partnership between UNODC, INL, and Somalia is a key step towards further improving the country’s capacity to combat financial crime and promote economic stability.

The CIP is implemented within the framework of the UNODC Regional Programme for Eastern Africa - Promoting the Rule of Law and Human Security in Eastern Africa (2016-2022).
