Management Plan for Mackerel Icefish Fishery in South Georgia and the South Sandwich Islands

Catch Limits

The catch limits for the mackerel icefish fishery in South Georgia and the South Sandwich Islands have been set to ensure sustainability of the stock. The CCAMLR (Commission for the Conservation of Antarctic Marine Living Resources) catch limits for the two-year period are within the Government’s biomass survey index reference limit.

  • Season 2019/20: Quotas will be set at 3,200 tonnes.
  • Season 2020/21: Quotas will be set at 2,100 tonnes.

By-Catch

To minimize by-catch and protect other species, the following measures have been implemented:

  • Patagonotothen guntheri limit: The by-catch limit for Patagonotothen guntheri in the area west of 40°W (Shag Rocks) will be limited to 100 tonnes. Once this limit is reached, the area will be closed to the icefish fishery.

Science and Monitoring

A robust science and monitoring program is essential for effective management of the fishery. The King Edward Point science programme (British Antarctic Survey) conducts research on higher predators and fisheries science.

  • Current projects:
    • Long-term studies of mackerel icefish diet based on stomach samples collected on commercial vessels.
    • Analysis of bird by-catch specimens.
    • Scientific support for observers and on-board vessel data collection.

Stock Assessment

The Centre for Environment, Fisheries and Aquaculture Science (Cefas) has been contracted to carry out annual icefish stock assessments since 2012. The assessment and management approach for the icefish stock in Subarea 48.3 are well suited to the limited data available.

Research Priorities

Research priorities have been identified to improve our understanding of the fishery and optimize fishing efficiency:

  • Collaboration with industry: Work with industry to help them identify concentrations of icefish.
  • Target species research:
    • Identify concentrations of mackerel icefish.
  • Gear trials:
    • Investigate impacts on catch efficiency and minimising bird by-catch.

Observer Programme

The South Georgia scientific observer programme is managed by MRAG/CapFish and includes:

  • 100% observer coverage: All icefish vessels will be required to carry observers.
  • Diet sampling: Stomach samples will be collected for analysis by BAS scientists.
  • Improved whale photographic ID gathering: This will help improve our understanding of whale populations.
  • Additional monitoring of seabird presence: This will help minimize bird by-catch.
