Arbitrary Arrest/Detention

Deaths Due to Torture

  • No fewer than 133 individuals died as a result of torture.

    • Syrian regime (115)
    • SDF (14)
    • All armed opposition factions/SNA (3)

Attacks on Civilian Vital Facilities

  • At least 92 attacks were documented at the hands of parties to the conflict and controlling forces.

Use of Cluster Munitions

  • One attack involving cluster munitions by Syrian regime forces in Idlib governorate resulted in:
    • The killing of 11 individuals
    • Injuring around 75 others

Call for Action

The report calls for the following:

  1. UN Security Council Action: Adopt Resolution 2254 and follow up with additional steps to implement Security Council Resolutions 2041, 2042, 2139, and Article 12 regarding detainees and forcibly disappeared persons.
  2. Accountability: Hold all parties involved in perpetrating crimes against humanity and war crimes accountable.
  3. UN Cross-Border Relief Aid Delivery Process: Stop controlling the process to allow for more effective humanitarian assistance.
  4. Mine Clearance: Allocate a significant amount of money from the United Nations Mine Action Service to clear mines left over by the Syrian conflict in areas prepared to do so with transparency and integrity.
  5. Political Transition: Work towards achieving a political transition under the Geneva Communiqué and Security Council Resolution No. 2254, ensuring stability and territorial integrity in Syria, as well as the dignified and safe return of refugees and IDPs.

International Community Support

The report emphasizes the importance of:

  1. Forming Alliances: Supporting the Syrian people and increasing relief efforts.
  2. Protecting Refugees: Stopping any forcible return of Syrian refugees due to ongoing safety concerns in Syria.
  3. Pressure on Relevant Parties: Achieving a political transition that would ensure the automatic return of millions of refugees.

UN Special Envoy to Syria

The report urges the UN Special Envoy to:

  1. Implement Transitional Justice: Call for the rapid implementation of democratic political change, restoring victims’ rights and embodying the principles of transitional justice.
  2. Assign Responsibility: Clearly assign responsibility to the party responsible for the death of the political process and disclose the timing of the end of the political transition process to the Syrian people.
