Reorganization of Taiwan’s Criminal Investigation Bureau (CIB)

The Criminal Investigation Bureau (CIB) of Taiwan has undergone significant changes and reorganizations in recent years. These efforts aim to enhance the bureau’s capabilities and effectiveness in addressing various crimes and threats.

Major Reorganization in 2013

  • The CIB underwent a major reorganization, reducing its first-level units from 31 to 33 and adjusting internal organization and manpower to reflect new functions.
  • This move aimed to improve efficiency and adapt to changing law enforcement needs.

Key Additions and Transfers (2013)

  • 189 personnel were added to the CIB:
    • 13 from the National Police Agency (NPA) relevant to economic affairs
    • 89 from the telecommunications police brigade
    • 94 for the legalization of functional units
    • 7 transferred to the NPA’s Prevention Section

Changes in Titles and Positions

  • To comply with the Basic Code Governing Central Administrative Agencies Organizations, some titles were changed:
    • Director of Internal Affairs Office to Chief Inspector
    • Research and Development Division Chief, Supervisor to Commander
    • Deputy Supervisor to Deputy Commander
    • Section Chief to Sub-division Chief or Supervisor
    • Deputy Section Chief to Deputy Supervisor

Establishment of Key Centers and Units (2015-2024)

  • Drug Enforcement Center (DEC): Established on November 27th, 2015, to comprehensively tailor anti-drug crime measurements.
  • Anti-Fraud Command Center: Established on August 24th, 2016, to apprehend heads of fraud syndicates through cross-ministry, cross-agency, and cross-field collaboration.
  • Terrorist Eradication Taskforce: Formed in response to international terrorist attack incidents and joined the force since December 25, 2017.
  • High-Tech Crime Center and Forensic Science Center: Formalized on August 16, 2023, to enhance capacity in digital forensics and consolidate forensic science capabilities.
  • Intellectual Property Rights Investigation Corps: Established on January 17th, 2024, to investigate violations of intellectual property rights.

These changes reflect the ongoing efforts by the Taiwanese government to reorganize and enhance its law enforcement agencies, particularly in areas such as counter-terrorism, cybercrime, and intellectual property rights protection.
