Financial Crime Prevention Programs in Tajikistan Receive Boost from Council of Europe

The Republic of Tajikistan has made significant strides in enhancing its capacity to prevent and combat financial crime with the support of the Council of Europe. This collaborative effort aims to strengthen Tajikistan’s institutions in their fight against economic crime.

Capacity Building through Training and Technical Assistance

The Financial Monitoring Department under the National Bank of Tajikistan (Financial Intelligence Unit - FIU) and law enforcement agencies have received training and technical assistance in strategic analysis. This support has helped them improve their skills and capabilities in planning and conducting strategic analysis, a critical component in combating financial crime.

Guidelines on Strategic Analysis

A key aspect of the program was the development of Guidelines on Strategic Analysis, tailored to Tajikistan’s specific needs. These guidelines were presented in Dushanbe on March 27, 2023, and are designed to assist the FIU and other interested institutions in the Republic of Tajikistan in improving their abilities in planning and conducting strategic analysis.

Training Event

A training event was held from March 27-31, 2023, which brought together 26 participants from various law enforcement agencies. The training focused on both theoretical and practical aspects of strategic analysis, including:

  • Assessment of needs
  • Intelligence cycle methodology
  • Case studies
  • International best practices in conducting strategic analysis

Regional Cooperation through the Central Asia Rule of Law Programme

The Council of Europe’s Action on “Promoting Transparency and Action against Economic Crime” in Central Asia has provided significant support to Tajikistan through its Central Asia Rule of Law Programme 2020-2023. This program aims to strengthen capacities to fight and prevent economic crime in five Central Asian countries, including:

  • Kazakhstan
  • Kyrgyzstan
  • Tajikistan
  • Turkmenistan
  • Uzbekistan

This initiative is a joint effort between the European Union and the Council of Europe, with the goal of enhancing regional cooperation and promoting good governance. The program has provided technical assistance to law enforcement agencies and financial intelligence units in the region, helping them improve their skills and capabilities in combating economic crime.
