Tajikistan’s Financial Monitoring Department: Guarding Against Money Laundering, Terrorist Financing, and Weapons Proliferation

The National Bank of Tajikistan (NBT) plays a crucial role in this endeavor, assigning anti-money laundering (AML), counter-terrorist financing (CTF), and counter-proliferation financing (CPF) functions.

Financial Monitoring Department (FMD) under the National Bank of Tajikistan

The Financial Monitoring Department (FMD) within the National Bank of Tajikistan serves as the Financial Intelligence Unit (FIU) in Tajikistan. It is tasked with collecting, analyzing, and disseminating suspicious transaction reports and related information concerning money laundering and its associated predicate offenses, as well as terrorist financing and CPF.

Legislation and Jurisdiction

Tajikistan’s legislative framework takes a firm stance against illicit activities. Relevant legislation includes:

  • Law No.967: Signed into law on March 25, 2011, this law combats legalization (laundering) of criminal proceeds, financing of terrorism, and financing of the proliferation of weapons of mass destruction.
  • Decree No.966: Issued on December 12, 2017, this decree outlined the FMD’s designation as the AML/CTF/CPF competent authority.

Organizational Structure of the FMD

The Chairman of the National Bank of Tajikistan leads the activities of the FMD, enabling the agency to regulate and supervise reporting entities in accordance with AML/CTF/CPF legislation. The FMD also coordinates the activities of other relevant competent authorities.
