Dar es Salaam, Tanzania - In an effort to stem the tide of illicit financial flows and strengthen its fight against money laundering, the Tanzanian government has launched a series of initiatives to combat this scourge.
Implementing Effective Measures to Prevent and Detect Money Laundering
The government’s efforts are focused on implementing effective measures to prevent and detect money laundering activities, as well as enhancing international cooperation to track down and prosecute those involved in such crimes. According to a report by the Controller and Auditor General, money laundering has significant economic and political implications for the country.
Weaknesses in Anti-Money Laundering Initiatives
The report highlighted various weaknesses in the implementation of anti-money laundering initiatives, including:
- Lack of coordination among stakeholders
- Inadequate reporting mechanisms
- Insufficient awareness raising and training for those involved in the fight against money laundering
Addressing Shortcomings
To address these shortcomings, the government has devised a mechanism for sharing information on the implementation of anti-money laundering initiatives among implementing agencies. This will enable wide dissemination of best practices and enhance cooperation among stakeholders.
The Financial Intelligence Unit (FIU) has also been tasked with effectively enforcing anti-money laundering requirements to ensure that all identified reporting persons produce and submit suspicious transaction reports in a timely and intelligible manner.
Harmonization of Inspections
Furthermore, the FIU is required to harmonize its inspections with those carried out by regulatory bodies to avoid duplication of efforts and enhance its ability to take corrective actions on compliance shortfalls promptly.
Awareness Raising and Training Programs
Awareness raising and training programs will also be implemented to increase voluntary compliance with anti-money laundering requirements. The FIU will work closely with law enforcement agencies, regulators, and other stakeholders to ensure that all implementing agencies develop mechanisms to implement laws, strategies, and activities aimed at combating money laundering.

All AML statistics will be readily available and maintained by the FIU, while a clear working and coordinated feedback mechanism will be established to ensure that feedback is given for all information disseminated and shared among implementing agencies within the AML framework.

The Controller and Auditor General has made several recommendations to enhance the effectiveness of anti-money laundering initiatives in Tanzania:

In Tanzania, money laundering has both domestic and transnational dimensions, with illegal proceeds generated within the country and invested in its economy, as well as those generated elsewhere and invested in Tanzania.
