New Additions to the Sanctions List

  • AlKhaleej Bank Co. Ltd (also known as Al Rowad Bank for Development and Investment)
  • Red Rock Mining Company (also known as Red Rock Ltd)

These entities are now subject to an asset freeze under the UK sanctions regime.

Al-Fakher Advanced Works Co. Ltd

Based in Sudan, Al-Fakher Advanced Works Co. Ltd has been linked to funding the Rapid Support Forces (RSF), a major party to the conflict in Sudan. According to the UK Government’s statement of reasons:

  1. Al-Fakher Company has been involved in the gold export business for the RSF.
  2. The militia’s leaders have used these funds to purchase weapons.

AlKhalejj Bank Co. Ltd

Based in Khartoum, AlKhalejj Bank Co. Ltd is a financial institution implicated in supporting and supplying the RSF by providing them with significant funds.

Red Rock Mining Company

Based in Blok 9, Kafory, Khartoum, Red Rock Mining Company has been implicated in funding the Sudanese Armed Forces (SAF), another major party to the conflict in Sudan. The statement of reasons suggests:

  1. Red Rock Mining Company has played a central role in financing the SAF.
  2. The company bears responsibility for contributing to the ongoing conflict in the country.

Required Actions by Financial Institutions and Other Persons

  1. Freeze any accounts linked to these entities.
  2. Do not deal with those resources unless authorized by the Treasury.
  3. Report the findings to the Financial Intelligence Unit (FIU).

Consequences of Non-compliance

Failure to comply with financial and trade sanctions legislation could lead to criminal offenses.
