Financial Sanctions Imposed on Democratic Republic of Congo Individuals

The United Kingdom has taken decisive action to hold accountable individuals responsible for serious human rights violations in the Democratic Republic of the Congo (DRC). Three individuals have been subject to financial sanctions for their involvement in such atrocities.

Individuals Subject to Sanctions


  • Evariste Boshab, former Deputy Prime Minister and Minister of Interior and Security, was responsible for:
    • Arrests of activists and opposition members
    • Disproportionate use of force, including against civilians during demonstrations in Kinshasa
  • Alex Kande Mupompa, former Governor of Kasai Central, has been involved in planning, directing, or committing acts that constitute serious human rights violations and abuses in the DRC, including:
    • Extrajudicial killings committed by security forces
  • John Numbi, Inspector General of the Congolese Armed Forces, bears responsibility for recent human rights violations committed by the FARDC, such as:
    • Disproportionate violence against illegal miners

Reasons for Sanctions


These individuals have been involved in planning, directing, or committing acts that constitute serious human rights violations and abuses in the DRC. The UK has imposed financial sanctions to:

  • Prevent them from accessing the UK’s financial system
  • Restrict their ability to engage in activities that could further undermine human rights in the country
