UK Imposes New Sanctions on Congolese Militia Leaders
The United Kingdom has taken a decisive step to combat violence and instability in the Democratic Republic of Congo by adding two high-ranking militia leaders to its sanctions list.
Designated Individuals
Michel Rukunda, commander of the Twirwaneho group, and William Amuri Yakutumba, leader of the Mai-Mai Yakutumba militia, have been designated for their involvement in human rights violations, war crimes, and destabilizing activities in the region.
Sanctions Imposed
According to the UN Security Council resolution 2293 (2016), Rukunda and Yakutumba are being targeted for impeding the disarmament, demobilization, and reintegration of their combatants, recruiting child soldiers, planning and committing human rights violations and abuses, and supporting illegal activities such as the exploitation of natural resources.
Consequences of Sanctions
As a result of the sanctions, financial institutions and individuals are required to:
- Freeze any assets held by Rukunda and Yakutumba
- Not engage in any transactions with them The UK is also urging all countries to take similar action against these individuals.
Background Information
Rukunda and Yakutumba are both key figures in Congolese militias that have been accused of numerous human rights abuses, including killings, rape, and forced displacement. Their groups have received support from outside the DRC, fueling instability in the region.
What You Must Do
If you are a financial institution or individual holding assets or providing services to Rukunda or Yakutumba, you must:
- Freeze those assets
- Report your findings to the Financial Intelligence Unit (FIU) Failure to comply with financial sanctions legislation is a criminal offense.
