UK Imposes Sanctions on Libyan Individuals and Entity Linked to Former Regime

The Office of Financial Sanctions Implementation at HM Treasury has announced the addition of several individuals and an entity to the UK’s sanctions list due to their involvement with the former regime of Muammar Qadhafi.

New Additions to the Sanctions List

The following individuals have been designated for their involvement with the former Libyan regime:

  • Abdallah MANSOUR: A male individual born in 1954, who was a close collaborator of Colonel Qadhafi and senior official in Libya’s security services. He was also involved in directing violence against dissidents.
  • Sayyid Mohammed QADHAFI AL-DM: Another male individual born in 1948, who was involved in activities carried out on behalf of the former regime, including a dissident assassination campaign in the 1980s and allegedly responsible for several deaths in Europe. He is also thought to have been involved in arms procurement.

Entity Added to Sanctions List

The Libyan Agricultural Bank (LIB0006) has been added to the sanctions list as it is owned or controlled by a person who is or has been involved with the former regime.

Consequences of Designations

These individuals and entity are subject to travel bans and asset freezes under UK law. The designations were made under UN Security Council resolutions 1970 and 1973, which imposed sanctions on Libya following the country’s military intervention in Bahrain and the subsequent human rights abuses.

Impact of Sanctions

The UK’s sanctions list now includes a total of three individuals and one entity linked to the former Libyan regime. The listings are intended to disrupt the financial networks and activities of those who have supported the regime’s repressive policies.
