UK Sanctions List Expanded to Include Three New Entries Targeting North Korea

In a move aimed at achieving the complete and irreversible denuclearization of North Korea, the UK has expanded its sanctions list to include three new individuals and entities. The latest additions are subject to an asset freeze, as announced by the Foreign, Commonwealth and Development Office.

New Additions to the Sanctions List

The following individuals and entities have been added to the sanctions list:

  • Aleksey Mikhailovich Vorotnikov: A Russian national who was found to have assisted in the contravention or circumvention of UN sanctions related to North Korea.
  • Paekyangsan Shipping Co Ltd: Accused of facilitating North Korea’s military programs by transferring petroleum products between Russia and North Korea.
  • Toplivo Bunkering Company: A Russian entity that has been involved in allowing UN-designated vessels to bunker at the port of Vostochny.

Sanctions Regime Overview

The sanctions regime is implemented through the Democratic People’s Republic of Korea (Sanctions) (EU Exit) Regulations 2019. This regime imposes financial, trade, transport, and immigration sanctions on individuals and entities who are designated under this regime. The list provides details of those designated under sanctions legislation.

Compliance Requirements

Individuals and entities subject to an asset freeze are required to:

  • Freeze their assets immediately
  • Report the frozen assets to the Financial Intelligence Unit (FIU)
  • Review their information against the UK Sanctions List to ensure they do not have a false positive identification

Failure to comply with financial and trade sanctions legislation is a criminal offence. If you suspect a breach of sanctions law or attempted transactions that have been blocked, report your suspicions to the FIU.
