UN Security Council Adds Two Entities to Its Sanctions List

The United Nations Security Council has taken a significant step in its efforts to disrupt the activities of terrorist groups by adding two entities to its sanctions list.

Tarad Aljarba: Border Emir of Islamic State in Iraq and the Levant (ISIL)

Tarad Aljarba, a Saudi Arabian national born on November 20, 1979, has been designated as the border emir of ISIL. He is believed to have facilitated the travel of prospective ISIL fighters from Turkey to Syria. This designation comes after a review conducted under Security Council resolution 2368 (2017).

Wafa Humanitarian Organization: Component of Al-Qaida

Wafa Humanitarian Organization, also known as Al-Wafa, was initially listed in 2001 for its alleged ties to Al-Qaida. The organization has been accused of being a component of Al-Qaida and having a headquarters in Kandahar, Afghanistan. According to the UN Security Council’s ISIL (Da’esh) and Al-Qaida Sanctions Committee:

  • Wafa Humanitarian Organization was managed by senior Al-Qaida leaders.
  • It had branches in several countries, including Jordan, Saudi Arabia, Kuwait, United Arab Emirates, and Afghanistan.

The organization’s listing on the sanctions list was updated following a review conducted under Security Council resolution 2368 (2017).

Sanctions Designations

Both Tarad Aljarba and Wafa Humanitarian Organization have been designated as individuals and entities subject to the assets freeze, travel ban, and arms embargo set out in paragraph 1 of Security Council resolution 2368 (2017), adopted under Chapter VII of the Charter of the United Nations.

The Sanctions List

The ISIL (Da’esh) and Al-Qaida Sanctions List is updated regularly based on relevant information provided by Member States and international and regional organizations. The Consolidated United Nations Security Council List, which includes all sanctions designations, is also updated following all changes made to the ISIL (Da’ESH) and Al-Qaida Sanctions List.

Purpose of the Sanctions List

The UN Security Council’s sanctions list aims to disrupt the financial, military, and logistical capabilities of terrorist groups such as ISIL (Da’esh) and Al-Qaida. This will prevent them from carrying out attacks and disrupt their ability to plan and coordinate operations.
