UNODC Launches Initiative to Support National Plans and Priorities in Iran

The United Nations Office on Drugs and Crime (UNODC) has launched an initiative aimed at supporting national plans and priorities in Iran. This program is designed to address the country’s drug-related challenges and implement international conventions and protocols.

Theory of Change

The UNODC’s theory of change outlines how its work will be effective, efficient, sustainable, and impact-oriented in achieving the intended objectives and outcomes. The program seeks to benefit governmental and non-governmental institutions in Iran by providing services of excellence to upgrade their knowledge and capacities in countering and addressing drug-related challenges.

Stakeholder Analysis and Capacity Assessment

The Ministry of Foreign Affairs (MFA) is the formal national counterpart to UNODC in Iran, facilitating and coordinating work with other national counterparts. The Drug Control Headquarters (DCHQ) coordinates relevant drug control works with several ministries and institutions, including:

  • Judiciary
  • Ministry of Justice
  • Ministry of Interior
  • And others

Implementing Partners

The program will be implemented in partnership with a wide array of government bodies, including:

  • Judiciary

  • Prisons Organization
  • Ministry of Interior
  • Financial Intelligence Unit
  • General Inspection Organization
  • Customs Administration

Objectives

The objectives of the program include:

  • Enhancing drug demand reduction activities among students and reducing drug use
  • Expanding quality public health services and programs on HIV prevention, treatment, and care
  • Providing support to Drop-in Centers, outreach teams, and Therapeutic Centers
  • Implementing international conventions and protocols related to drug control

Implementation

The program will be implemented through a series of activities and initiatives, including:

  • Training for law enforcement officials
  • Capacity building for healthcare professionals
  • Provision of technical assistance to implement evidence-based interventions
