US Sanctions Russian Tech Firms and Executives for Supporting Intelligence Services
Washington D.C. - The United States has imposed sanctions on several Russian technology firms and executives accused of supporting the country’s intelligence services, including its military and defense industries.
Background
The sanctions come as part of a broader effort by the U.S. government to counter Russian interference in the technology sector and its support for malicious cyber activities.
Designated Entities
- Novilab Mobile, LLC: A Moscow-based software developer accused of working with Advanced System Technology (AST), a Russia-based company that has provided support to the Federal Security Service (FSB).
- Eshstrut, co-owner of Maxtech and general director of the company: Tied to AST and alleged involvement in projects benefiting Russian intelligence agencies.
- Limited Liability Company Promtekhekspert: A Moscow-based technology firm designated for its connections to Eshstrut and role in developing mobile device monitoring software.
- PSV Technologies LLC: A Moscow-based company accused of attempting to procure export-controlled equipment from the United States for an entity associated with the Russian defense industry. Owner Sergei Valentinovich Petrov is also under scrutiny for his alleged ties to Russia’s defense sector.

“We will continue to take action against those who seek to undermine our democracy and threaten our national security,” said a senior administration official.
The sanctions were announced in coordination with the Treasury Department’s Office of Foreign Assets Control (OFAC) and are effective immediately.
