US Imposes Financial Sanctions and Embargoes on Sudan Entities and Individual Over Undermining Peace and Stability
The US Department of the Treasury’s Office of Foreign Assets Control (OFAC) has taken action against two entities and one individual for their role in undermining peace, security, and stability in Sudan. These designations were made under Executive Order 14098, which targets individuals and entities that are destabilizing Sudan and hindering the goal of a democratic transition.
Designated Individuals and Entities
- Ali Karti: A former Minister of Foreign Affairs under the government of Omar al-Bashir, Karti was designated for his role in threatening the peace, security, or stability of Sudan. He has been actively obstructing efforts to reach a ceasefire to end the current war between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), and opposing Sudanese civilians’ efforts to restore the country’s democratic transition.
- GSK Advance Company Ltd: A Sudan-based information technology and security company, GSK was designated for its support to the RSF. The company has been used as a procurement channel for the RSF, which is one of the main aggressors in the current conflict in Sudan. GSK worked with Aviatrade LLC, a Russia-based military supply company, to arrange the procurement of parts and supplies, including monitoring equipment and spare parts.
- Aviatrade LLC: A Russia-based military supply company, Aviatrade was designated for its role in supporting the RSF. The company has been responsible for providing supplies and training to the RSF, which has contributed to the ongoing conflict in Sudan.
Consequences of Designations
As a result of these designations, all property and interests in property of the individuals and entities named above that are in the United States or in the possession or control of US persons must be blocked and reported to OFAC. The prohibitions include:
- Making any contribution or provision of funds, goods, or services by, to, or for the benefit of any designated person.
- Transacting or attempting to transact with a blocked or designated person.

“Today’s action holds accountable those who have undercut efforts to find a peaceful, democratic solution in Sudan,” said Under Secretary of the Treasury for Terrorism and Financial Intelligence Brian E. Nelson. “We will continue to target actors perpetuating this conflict for personal gain.”
These designations are part of an effort to hold accountable those who have undermined peace and stability in Sudan. The US government is committed to supporting a peaceful, democratic solution in Sudan and will continue to take action against those who seek to undermine these efforts.
