University of the South Pacific Introduces Whistleblower Policy to Promote Transparency and Accountability

The University of the South Pacific (USP) has introduced a comprehensive whistleblower policy aimed at promoting transparency, accountability, and ethical conduct within its institutions.

Whistleblower Protection

Under the new policy, whistleblowers are protected from victimization and retaliation by their colleagues, supervisors, or other university staff members. The University’s Whistleblower Protection Officer is committed to supporting and protecting individuals who make disclosures in good faith.

Reporting Wrongdoing

University personnel are encouraged to report any suspected wrongdoing, including illegal or unethical conduct, to the designated Whistleblowing Reporting Platform, assigned Whistleblower Disclosure Officers, or external auditors authorized to receive such disclosures. The information reported must meet specific criteria:

  • Be about serious wrongdoing
  • Believed to be true on reasonable grounds
  • Wishing to disclose it to prevent harm

Investigation Process

The University’s Whistleblower Investigation Officer will conduct preliminary assessments of the disclosures to determine whether a full-scale investigation is warranted. If an investigation is launched, all parties involved will have the right to due process and the opportunity to respond to allegations. Any employee found guilty of misconduct will be subject to disciplinary action, in addition to any external measures.

Confidentiality and Anonymity

The University will treat all protected disclosures confidentially and sensitively, including the identity of the whistleblower, unless it hinders or frustrates an investigation. While anonymous allegations are accepted, the University may not investigate reports that do not meet specific criteria.

Feedback and Updates

Whistleblowers will be updated on the progress and outcome of their disclosures as and when possible, subject to confidentiality requirements.

Application to Council Members

Reports against Council Members, including the Vice-Chancellor & President, will be handled in accordance with procedures outlined by the USP Council.

The University of the South Pacific’s Whistleblower Policy is a significant step towards promoting transparency and accountability within its institutions. The policy has been informed by best practices from renowned universities around the world, including the University of Adelaide, University of Auckland, University of Melbourne, and University of Sheffield.
